Deadline is reporting that McDormand and Rockwell will present Best Actress and Oldman and Janney will present Best Actor. No word yet on who will be presenting the supporting awards.

I think I *may* have found a solution.

There's a streaming site called Watch US TV Now, a site aimed at U.S. military personnel as well as U.S. expats. The free plan streams five channels from the U.S.: CBS, The CW, PBS, something called MyTV9 and of course, ABC. I signed up for the free plan using my Facebook account and amazingly, it works for four out of the five free channels (picture quality isn't that great but okay) but for some reason (which I can sort of guess why), ABC isn't working right now. So I guess I have to cross my fingers the feed will work on Monday morning. But I'll be actively looking for other solutions.

That won't work without a U.S. cable subscription and then only in select cities.

Per the Hollywood Reporter:

The Oscars will air in the US on ABC at 8pm, with the red carpet kicking off at 6:30pm. Those with a cable subscription can tune into ABC when the show starts, and ABC subscribers can log in with their cable credentials and watch the show on ABC.com or via the ABC app (only those in Chicago, Fresno, Houston, Los Angeles, New York City, Philadelphia, Raleigh-Durham and San Francisco can stream online via ABC.) Per usual, E! will have Oscars pre-coverage for most of the day, with its red carpet coverage kicking off at 5pm.

If you use a VPN service, you should be able to find a way to watch live. Some of the best ones, like ExpressVPN, charge a fee, but you get your money back if you cancel within a certain period of time and ask for a refund.

I honestly don't know if any Philippine channel cable or broadcast will be airing the Oscars live here on Monday morning. If any of you guys know of any reliable and internationally accessible live stream channels just in case, that would be most appreciated.
Ditto here in Pakistan too. Last year just followed winner updates on a friend's Facebook page and some days later watched the show on a bootleg dvd recording.

Thats good to hear. Given the Oscars are the most sought after award with fans worldwide its not fair people cannot watch the show who wish to.

I'm not planning on watching the Oscars this year. I have to take my mother to a specialist appointment in relation to one of the myriad of various health issues on Monday morning and expect to be home by the time they start. But I'm thinking of going to see Alita: Battle Angel (its the ultra cheap day) which my local cinema is playing and it starts not that long after Oscar telecast is due to begin. It should all be over by the end of the film.

I think you're out of luck, but check out this list on oscars.org. to see if there is any way you can pick up a signal from somewhere else:

Serena Williams may not have anything to do with this year’s crop of Oscar nominees but the world-famous tennis player will have an important role in next Sunday’s Academy Awards.

As The New York Times reports, Williams — along with seven other people from “outside the world of entertainment” — will introduce the Best Picture nominees and talk about how the films impacted their lives. Williams has apparently been booked to wax on about A Star Is Born.

“Along with inclusion, which we definitely want to embrace, the big theme of the show is about movies connecting us — not in this theater but in a big, sweeping, cultural way,” Donna Gigliotti, the lead producer of the 91st Academy Awards, told the NYT. “There are so many things to balance. Some viewers want to see glamour. You have to pay attention to where there is humor and where there is music. When do we guess that people at home might get up to make popcorn in the kitchen, and what can we have on right after that to bring them back?”
This idea I actually like.
Who are the "seven people" outside of the world of entertainment? They only announced 3 - Williams, Congressman John Lewis and Chef Jose Andrés out of the eleven mentioned:

Chef José Andrés, Dana Carvey, Queen Latifah, Congressman John Lewis, Diego Luna, Tom Morello, Mike Myers, Trevor Noah, Amandla Stenberg, Barbra Streisand and Serena Williams.

Maybe they had a hard time finding another 5.

I would expect that Lewis will introduce BlacKKKlansman and Andres will introduce Roma. I have no idea what Williams' connections is to A Star Is Born.
Diego Luna would make more sense for presenting Roma. Or maybe they will be paired. There are 11 presenters for 8 films. Obviously Myers seems to be the presenter for BR, but will he be paired with former SNL partner Carvey? They both famously banged their heads to the BR titular song in Wayne’s World and helped introduce Queen to younger generations in the 90’s.
