Just a quick correction, The Golden Compass also received a nomination for its Art Direction, yet lost to Sweeney Todd.

For my money Rise of the Planet of the Apes had the most stunning visusal effects and is the most likely winner in my estimation, but they could also throw a bone to Harry Potter, either of which would make Hugo the first Best Picture nominee in this category to lose to a non-nominee since Patton.

I don't think Hugo favorably compares with recent Best Picture nominees winning in this category. Those previous winners were all strong contenders for the award in their own right. And I'd have to do specific research, but I'm also thinking that none of them lost the VES award.

Sorry, I read that as I posted it and thought, "that doesn't sound right." So if Hugo doesn't win visual effects, it will be the first Best Picture nominee since 1970 to lose out in Best Visual Effects. That's why I'm thinking it has a strong chance here.

No, that was the latest - the earliest was in the first year that visual effects had a category of its own - 1939.

Just had an interesting thought, if anyone is interested in the technical categories: has a movie that has been nominated for Best Picture ever lost Best Visual Effects? Except when it wasn't up against another Best Picture nominee, like Avatar over District 9, Return of the King over Master and Commander, Babe over Apollo 13. I can't think of any, so might Hugo have this one if only because it's the most like movie of the bunch?
