You're probably right - I'm sure that in France - the birthplace of the Auteur Theory - the notion that a film - and the awards it receives - is not the director's is a preposterous notion.

I suspect different countries have different rules. As The Barbarian Invasions was Canada's only win it's probably on display at the National Film Board of Canada in Montreal.

But is that Oscar in in the possession of the producer of the film, or is it held in some dark, cobwebby government dungeon?

Denys Arcand does not have the Oscar for The Barbarian Invasions in his possession, so it's definitely not the director's to keep.

From the by-laws:

"The Academy statuette (Oscar) will be awarded to the motion picture and accepted by the director on
behalf of the picture’s creative talents. For Academy Awards purposes, the country will be credited
as the nominee. The director’s name will be listed on the statuette plaque after the country and film
title."

My guess is that the country and the director decide who gets to keep the Oscar. Still, the director is NOT the credited winner. The country is.

Still, the director gets to keep it. Moshe Mizrahi had the Oscar France supposedly won for Madam Rosa in his apartment in Tel Aviv.

That's a tradition that only started in 2014, but even the Academy rules specifically state that it's accepted by the director, but goes to the country of origin.

Ang Lee has won not one but two directing Oscars - Brokeback Mountain and The Life of Pi.

Alfonso Cuaron has just bested Ang Lee for getting "closest" to winning Best Picture.

Alfonso Cuaron has two DGA awards for two films, plus two Oscars for Best Director, one Oscar for Best Foreign-Language Film, two Oscars for Best Cinematography, and five other Oscars.
