Given that since about 2009 or so onwards the winners have been widely regarded as the best of the line-up I see no sense in tempering with the process. Sounds like nothing more than an attempt to ensure the most popular films of the shortlist are nominated.

This category is one that they've demonstrably improved since the 2007 disaster, so I'm inclined to stay hopeful. But this year is also super stacked, so as long as they don't eff-up the 10....

Honestly, I haven't thought it through enough to figure if this will make for better or worse nominees. My inclination is the latter, but I'm willing to be persuaded different.
